What PVA changes
Eligible UK VAT-registered businesses can account for import VAT on their VAT Return rather than paying it upfront at import. Normal recovery rules still apply. PVA changes the accounting and cash-flow process; it does not make otherwise irrecoverable VAT recoverable.
Cash flow is not VAT recovery
Keep three numbers separate: import VAT assessed, the proportion recoverable and the amount that remains a cost. This avoids both overstating landed cost and understating the tax still payable.
What you need in place
- Confirmed VAT registration and eligibility for the movement.
- Correct importer details and written instructions to the intermediary.
- Access to the relevant statements and import records.
- An evidenced view of your VAT recovery entitlement.
Use PVA correctly
Agree the PVA instruction before the declaration is made and retain the written record. In ShipTally, enter the VAT rate and recovery percentage, then compare PVA with payment at import. Review both the cost and cash-flow sections. Reconcile the actual accounting through your normal records; the calculator does not complete a VAT Return.
Worked timing
Suppose import VAT is £1,000 and the recoverable proportion is 80%. The permanent VAT cost is £200 in either scenario. Without PVA, the model shows £1,000 paid at import and £800 recovered later. With PVA, it shows no border VAT payment and a £200 net VAT-return amount. Timing and entitlement must be checked.
Common mistakes
- Treating VAT registration as proof of 100% recovery.
- Calling PVA a duty-payment method.
- Expecting the intermediary to infer the instruction.
- Using an estimate instead of reconciling actual import records.
Before instructing the agent
Confirm eligibility, evidence and partial-recovery treatment with the person responsible for the VAT Return. Different procedures and routes can affect the process. The model is a planning view of one shipment, not tax accounting advice for every case.
